Page has tasked Tessellations to develop a method to analyze and score each of the Houston Community College (HCC) campus locations based on commuter accessibility (drive-time and access to public transportation), as well as flood risk and flood vulnerability, internet accessibility, and land value. The locations include all current campuses as well as some of the vacant lots as defined by Page. Included in this report were the methodologies used to analyze the accessibility, flood risk, and flood vulnerability of each of the campus locations. In some cases, larger HCC campuses were divided into separate parts and analyzed separately. All geospatial analyses were done using Esri’s ArcGIS Pro and Safe Software’s FME.

Each of the 34 locations were scored on:
- Accessibility to busses and trains. This Analysis includes the distance to the service stop as well frequency of service to a particular campus.
- Proximity to Highways and Freeways was considered in the accessibility model.
- Flood risk based on proximity to floodplains.
- Flood vulnerability is a means to identify the “flood island effect”, where locations themselves may not flood, but may not be accessible due to high waters immediately surrounding them.
- High-speed internet availability within close proximity to campus.
- Land values of the HCC-owned parcels at each location.
- These scores were then integrated into the larger master planning scoring scheme.
